Staff Guide – Creating and Updating Community Plans

Empowering citizens to reshape the appearance and function of their community.

In 1998, the Hillsborough County Board of County Commissioners (BOCC) unanimously approved a community-based planning program in response to citizen concerns.  An audit of countywide planning programs was presented to the BOCC in spring 2011.

In response to the audit, the Staff Guide – Creating and Updating Community Plans  for unincorporated Hillsborough County was developed by staff in collaboration with the Development Services Department and members of the public. The Planning Commission and Hillsborough County have worked together to develop this guide for staff to utilize in the preparation of new community plans and updates of existing ones.  The purpose of the staff guide is to provide consistency with regard to format and content in the Community Plans; ensure Community Plans are not regulatory in nature and are not duplicative  or conflict with established regulations.
