2045 Long Range Transportation Plan

It’s TIME … to say THANK YOU! There was tremendous community engagement. Over 5,200 surveys were completed through 07.28.19! The summary report of survey results will be posted here in August. The results will be one of the factors used to update the Long Range Transportation Plan. The adoption is scheduled at a Public Hearing on 11.05.19 (6PM, 2nd floor, County Center, 601 E. Kennedy Blvd.). A draft LRTP will be posted here 30 days before the Public Hearing. We would like to thank the public for providing valuable input into the planning process. While this survey is closed, we hope you will continue to participate in future community outreach initiatives.

The prize drawings were conducted using numbers representing all entries that provided a valid, unique email address. The first ten names drawn were contacted simultaneously on 08.06.19 via the email address provided. Each will have 3 business days to respond to the email to claim their prize. If the email address is no longer valid, or if no response is received after 3 business days, an alternate will be contacted.

Choice of the prizes will be awarded on a first-come, first-served basis. The first person to respond to their email notification will have their choice of all ten available prizes… The second will have their choice of nine available prizes… And so on, until all ten prizes have been awarded.

Employees of Plan Hillsborough and It’s TIME Hillsborough consultants and marketing partners and members of their households are not eligible for prize drawings. What is It’s TIME Hillsborough? From June 1-July 28, 2019, the Hillsborough MPO held a public engagement campaign, collecting input on specific types of projects Hillsborough citizens want to see included in Hillsborough County 2045 Long Range Transportation Plan.

What is a Long-Range Transportation Plan (LRTP)? The Long Range Transportation Plan directs federal and state dollars towards transportation investments we value in our community. It looks out at least 20 years and must be updated every five years. The LRTP will be adopted in November 2019.

What’s in the current Imagine 2040 LRTP? The 2040 Long Range Transportation Plan (LRTP) is a multi-modal plan full of choices that reflect and support the way we want to live and travel.

What is the Tri-County Regional Plan? It’s TIME Tampa Bay was a collaboration with a public engagement survey conducted in August and September of 2018. This is the first time we have done this as a tri-county initiative. With the input of nearly 10K citizens, Hillsborough, Pasco, and Pinellas will jointly put forward a 2045 transportation plan to take advantage of federal and state funding. We’re sharing the decision-making process as one metropolitan area, because connections to jobs, universities, healthcare, airports, state parks and the beaches are important to everyone.

Each MPO will continue to do transportation planning for our own individual communities and neighborhoods, in coordination with local city and county land-use planning. In addition to the regional vision that evolved from the It’s TIME Tampa Bay survey, each MPO will also adopt its own countywide long range plan focusing on local transportation investments guided in part by the regional vision.

Besides public input, what else is considered when updating the LRTP?

2045 Long Range Growth Forecasts (Socioeconomic Data): The Hillsborough County Planning Commission and Metropolitan Planning Organization both require population, employment and other demographic and scenario-based projection data to the year 2045 to facilitate their state and federally mandated work efforts. In addition to supporting the Tampa Bay Regional Planning Model development, the data also supports the missions of other agencies including the Hillsborough County School Board, HART, Fire/EMS, Parks and Recreation, and Utilities.

State of the System Report: Federal rules now require performance measures as a check and balance that proposed transportation plans and projects are helping to reach goals established by the community. The Hillsborough MPO has documented the performance of the transportation system for a number of challenging goals, even going beyond those identified nationally. The performance areas include: State of Good Repair & Resilience,Vision Zero, Smart Cities, Real choices When Not Driving, and Major Projects.  

Technical Memorandum on Funding: The 2045 Long Range Transportation Plan includes revenue projections from existing federal, state, and county sources as well as potential revenue sources. This technical memorandum describes the revenue sources that are reasonably expected to be available for use in developing the 2045 Cost Feasible Plan. Additional details are available in subsections of this report.

Environmental Consultation Workshop:   The Long Range Transportation Plan is required to consider potential environmental mitigation activities, ways in which environmental impact from transportation projects can be avoided, minimized, or mitigated.  In June 2019, the Hillsborough, Pinellas, Pasco, and Hernando/Citrus MPOs held a regional workshop to discuss with Federal, State, and Tribal wildlife, land management and regulatory agencies potential environmental mitigation strategies to include as a part of their plans.
