HC CPA 12-01 Keystone-Odessa Community Plan Update

This is a publicly-initiated text amendment to the Livable Communities Element intended to update the Keystone-Odessa Community Plan.

HC CPA 12-02 Future Land Use Element – Plan Update

This is a publicly-initiated text amendment to the Future Land Use Element and Housing Element update the plan to more concisely address local issues and to streamline the document by removing implemented policies, and redundant or obsolete language in each Element.

HC CPA 12-03 Transportation Element – Plan Update

This is a publicly-initiated text amendment to the Transportation Element to update the plan to more concisely address local issues and to streamline the document by removing implemented policies, and redundant or obsolete language in each Element.

HC CPA 12-04 Coastal Management Element – Plan Update

The text amendment is proposed to update the Coastal Management Element to more concisely address local issues and to streamline the document by removing implemented policies, and redundant or obsolete language.

HC CPA 12-10 Potable Water Element – Plan Update

This is a publicly initiated text amendment to the Potable Water Element to update the plan to more concisely address local issues and to streamline the document by removing implemented policies, and redundant or obsolete language in each Element.

HC CPA 12-11 U.S. Hwy 41 & College Ave in Ruskin

This is a privately initiated map amendment to the Future Land Use Map. The applicant is proposing a land use designation change of 1 acre from Residential-12 (RES-12) to Suburban Mixed Use-6 (SMU-6).  The subject property is located in the boundaries of the Southshore Areawide Community Plan and the Ruskin Community Plan, and in the Urban Service Area.

This is a publicly initiated text amendment to create a consolidated Definition into the Plan to streamline the document  and removing redundant or obsolete language in each Element.

April 2012 Future Land Use Map Amendments

HC CPA 12-13 Public Quasi Public Future Land Use designation – Plan Update

This is a publicly-initiated map amendment to the Future Land Use Element.

This plan amendment updated the FLUM by designating public schools, School District properties and facilities totaling 2,150.13 acres, as Public/Quasi Public (P/QP), as preferred by the School District.

HC CPA 12-14 Van Dyke Road and Tobacco Road

This is a privately initiated map amendment to the adopted Future Land Use Map.  The applicant is requesting a land use designation change of 65 acres from Pubic/ Quasi-Public (P/QP) to the Residential-2 (RES-2).

HC CPA 12-15 Mixed Use and Policy 19.5 Plan Update

The proposed amendment consists of two sites that are located within the Urban Service Area. Policy 19.5 of the Future Land Use Element directs the Planning Commission staff to review the locations and appropriateness of mixed use categories given existing and approved development patterns. Based on this policy, Planning Commission staff is  proposing two land use designation changes:

HC CPA 12-16 Coastal Management Element and Definition Section Plan Update

This is a publicly initiated text amendment

The text amendment  revises CME Policy 6.7 to reduce the geographic extent of the policy from the Coastal High Hazard Area to coastal waterfront properties; to FLUE and HE to allow limited residential uses in Public Quasi-Public category; and to add new definitions to the Comprehensive Plan Definition Section to clarify existing Policies.

HC CPA 12-17 Potable Water Element Text change. 10 Year Water Supply Facilities Work Plan Update.

This proposed text amendment to the Potable Water Element is intended to update the 10-Year Water Supply Facilities Work Plan required in Chapter 163.3177(6)(c), F.S.

In 2011, the Southwest Florida Water Management District (SWFWMD) updated its Regional Water Supply Plan (RWSP) to meet projected water demand in the Tampa Bay region and to coordinate local government comprehensive planning with regional and local water supply planning.  This new RWSP requires the County to update its current 10-Year Water Supply Facilities Work Plan.  The work plan projects the needs of Hillsborough County’s water system for at least 10-year period, identifies and prioritizes the water supply facilities and source(s) of water that will be needed to meet those needs, and includes the capital improvements identified in the County’s Capital Improvement Program (CIP).  This Work Plan Update is proposed to replace the adopted Ten Year Water Supply Facilities Work Plan which is located in the background section of Potable Water Element.

Requirements include that: 1) local governments identify and incorporate alternative water supply projects, 2) that they identify traditional and alternative water supply policies and conservation and reuse programs necessary to meet current and future water use demands, and 3) that they include a 10-Year Water Supply Facilities Work Plan.

HC CPA 12-18 Residential Show Business Text Amendment

This is a publicly initiated text amendment to the existing Future Land Use
Element policy supporting the unique needs of residents involved in the
outdoor amusement industry by accommodating the storage and
maintenance of show business equipment and other related uses in
residential zoning districts under certain criteria.

HC CPA 12-19 Future Land Use Map change. I-75 and Big Bend Road

This is a publicly initiated (County Real Estate Department) map amendment intended to change 57.92 acres, which is Environmental Land Aquisition Preservation Program property (ELAPP),  from Natural Preservation (N) to the Public /Quasi-Public (P) Future Land Use designation. The amendment would change from the P is intended to allow for the public related development of this property.

HC CPA 12-20 Scenic Corridor Update

This is a publicly initiated  text amendment to the scenic corridors policies of the Comprehensive Plan is intended to:

Recognize the proposed scenic corridors map update that is being adopted through a related Comprehensive Plan map amendment (CPA 12-21);  Extend the deadline for the scenic corridors program update to 2018; Allow an alternate method of achieving the goals of the scenic corridor program; and, Encourage the creation of a more traditional scenic corridor program that protects roadways with extraordinary man-made or natural vistas.

HC CPA 12-21 Scenic Corridor Map Update

This is a publicly initiated amendment to the Future Land Use Map series

The amendment converts the adopted Scenic Corridors Map which was manually created to an Geographic Information System (GIS) format, removing non-roadway corridors and roads not constructed or funded and correcting existing roadway alignments.

HC CPA 12-22 Economic Policies Update – Plan Update

This is a publicly‐initiated text amendment to the following elements of the
Future of Hillsborough Comprehensive Plan: Capital Improvements, Coastal Management,
Conservation & Aquifer Recharge, Future Land Use, Recreation & Open Space, and
Transportation.

The purpose of the amendment is to to remove impediments to economic development in the plan.
